ELEX export system
National and EU customs administrations’ common export system
The European Union has one common export system, which enables message traffic between national export systems.The ELEX system of Finnish Customs is one of these national systems.The initial name of the EU’s common export system is ECS (Export Control System), and it is used to control the exit of export consignments from the customs territory of the EU.Later, the export system will be automated more extensively, and the system will then be called AES (Automated Export System).
ECS stages in Finland
The first ECS stage included the following functions: the sending of anticipated export record messages as well as status requests on non-exited export.Finland introduced the first stage on 25 June 2007.
The second stage comprises, among other functions, new declaration messages containing the security data.The second stage was introduced in Finland in December 2008.As of 1 November 2009, electronic export declaration is mandatory, with some exceptions.
The Finnish electronic export system, ELEX, will be extended further, so that it can be used for receiving ‘arrival at exit’ notifications and security data declarations on victualling.
