Web Export
An electronic export declaration must be submitted to Customs for all goods exported from the EU, with a couple of exceptions, the most common of which are
- postal parcels with a maximum value of 1,000 euros
- personal goods carried by passengers
An electronic export declaration can be submitted to Customs using Web Export. You can create a declaration either as an unidentified user or as an identified user.
An unidentified user receives a declaration-specific reference number generated by the system. The reference number allows the customs office releasing the goods for the export procedure to retrieve the declared data, and the accompanying document (EAD) for the export transaction and the decision on release are printed out for the exporter. The decision on release with exit confirmation can be retrieved from any customs office in Finland after the exit has been confirmed.
An identified user can view and print out the Export Accompanying Document (EAD) and the decision on release, save a declaration as a draft and choose a previous declaration as a template for a new one. The decision on release with exit confirmation can also be printed out from the system after the exit has been confirmed.
Companies log in to the service using their Katso IDs (a Master User ID or a Katso ID to which the role CUSTOMS-Customs clearance has been granted). Private persons log in using their online bank ID’s.
It’s easier to submit online declarations if the declarant has, in advance, found the commodity codes for his export goods as well as any additional requirements and export restrictions that may apply to these commodity codes, e.g. by using the TARIC database of the EU. The commodity codes for export can also be found in the Combined Nomenclature (CN) on the Finnish Customs website. The Customs Information Service, tel. +358 20 690 600, advises declarants in matters concerning commodity codes and export restrictions, and answers general questions on the export procedure.

A company can also submit electronic export declarations in message format from its own data system, if it has an EDI sender authorisation for export.
