Description

The statistics on foreign trade according to the CN specify the goods imported and exported, their values and quantities, and the distribution of trade by the countries.

Data content

The CN statistics specify the data on the monthly import and export of commodities. As a rule, all goods exported from and imported in Finland are recorded to statistics. Foreign trade in services is not included in these statistics.

In order to be included in these statistics, the goods shall physically arrive in or depart from Finland. By way of exception, sea and air craft are recorded to statistics upon a change in the ownership.

For example transit transports and economic acts of no important commercial value are not included in these statistics. Also the smallest enterprises are exempt from the obligation to declare statistics on internal trade.

Data collecting method

Data on the trade by Finland with other EU Member States are collected from the statistical declarations lodged by enterprises through the Intrastat system of internal trade. The information on the trade between Finland and Third Countries is obtained from customs declarations, which shall be lodged on every import and export consignment. The data on internal and external trade are combined to form the Foreign Trade Statistics of Finland.

Applied classifications

The compilation of statistics on commodities is based on the Combined Nomenclature CN of the EU. Export is recorded to the statistics by the countries of destination according to the FOB ("free on board") value and import by the countries of origin according to the CIF ("cost, insurance, and freight") value. The Combined Nomenclature CN comprises some 10,000 headings.

The country classification is based on the Commission Regulation (EC, 1833/2006) on the nomenclature of the countries and territories for the external trade of the Community and the internal trade between the Member States. The country codes comply with those of the ISO/DIS 3166 standard of the International Organization for Standardization.

Completion or publication date

Detailed statistics on import and export are completed about nine weeks after the expiry of the month to which the statistics refer. The accurate publication timetable is defined for one year ahead. The publication timetable is maintained on the Internet site of the National Board of Customs.

Time series

These data exist since 1995. Changes occur in the nomenclature every year, wherefore it is not possible to form consistent time series on all goods. Also changes in the list of countries limit the compilation of country-specific time series.

Electronic data are contained in the Uljas database.

From 1988 to 1994, inclusive, the statistics on goods were compiled according to the Harmonized Commodity Description and Coding System HS. Inquiries regarding these statistics and the statistics based on earlier applied nomenclatures may be addressed to the Statistics Service.
