Implementation of web service interface for message-based customs is delayed - No effect on the introduction of other electronic ways of declaration
There are several ways of providing electronic declarations to Customs. Transactions enabled by operators and based on messages are already in use, along with web declarations to a certain extent. A new tool for providing declarations will be a web service interface for direct message-based transactions.

The implementation of the interface will be delayed from the originally planned date, 1 July 2009. Finnish Customs wishes to ascertain certain data security issues relating to electronic transactions before the production stage which will be decided on later. The implementation of the interface will take place during 2010. The web service interface can initially be used for transmitting security data to the AREX system and for notifying the EMCS system of the movements of excisable products.

This delay will not have any effect on the introduction of other new electronic declarations and ways of providing declarations. Export and AREX declarations enabled by operators and based on messages, as well as export and AREX web declarations will be implemented on 1 July 2009 at the latest.
