AREX declarations will be introduced by late 2009
A decision has been made to postpone the implementation of the AREX system form processing security data on the entry and exit of goods. Customers may start to submit AREX declarations to Customs in late 2009 (November-December).
This change is based on the amendment on introducing a transitional period for the security data reform adopted by the EU at the end of February 2009, according to which the lodging of entry and exit summary declarations in the AREX system will not be mandatory until 1 January 2011. The possibility to lodge AREX declarations on a voluntary basis as of 1 July 2009 did not appear to awaken any great interest among the customers of Finnish Customs. Therefore Customs made a decision to postpone the implementation of the AREX system, in order to also ensure that the new export and transit systems will be successfully implemented 1 July 2009.
