Implementation of the new versions of ITU and transit as of 4 July 2009

Implementation of the new version of ITU as of 4 July 2009

The new version of  ITU is taken into production on 4 July 2009.  Customers are informed in the normal way of the start and end of the scheduled down-time.

The major part of the changes in declaring imports announced in the National Board of Customs circular THT No. 81/2009 are implemented on 4 July 2009. Please note that the following features are not implemented on 4 July :

- the possibility to lodge import declaration electronically before the goods are presented to Customs  
- in transit, MRN must be given per consignment  also in the case that the declaration is not lodged
in advance.

This means that MRN for transit is given in the same way as before. It is allowed to give MRN also per consignment if the data system has been updated to enable that. 

Lodging import declaration in advance is introduced in September 2009 at the earliest, customers are informed of the implementation in August 2009.

Implementation of the new version of transit as of 4 July 2009

The new transit version is taken into production on 4 July 2009. Customers are informed in the normal way of the start and end of the scheduled down-time.

The following features of the changes announced in THT No. 94/010/09 are implemented on 5 July 2009:

Providing identification data on the TIR Carnet holder

The identification number of the TIR Carnet holder must be provided in the TIR transit declaration message as of 5 July 2009.

Voluntarily providing the security data

Providing the security data voluntarily is possible as of 5 July 2009.  Providing the security data will not be mandatory until 1 January 2011.

Furthermore, the changes postponed to September 2009 should be noted:

Providing the EORI number

The principal must give the EORI number and the new code (R) for the principal’s character in the transit declaration as of 1 September 2009. The EORI number must as of that date also be given in the TIR Carnet in box 4 of the Vouchers (volet) No. 1 and 2 used for the TIR operation in the Community.

Providing the previous procedure

The previous procedure and the relating obligations (e.g. codes for consignment splits, if the previous procedure is the export procedure) must be provided in the transit declaration as of 1 September 2009.  It is possible, however, to provide the above-mentioned data as described in THT No. 94/010/09 as of 1 July 2009.
