Information for web declarants on changes to Customs user interfaces

Customer Notice 15 November 2013

Customs web declarants, please note the following changes to the user interface that will be introduced on 30 November 2013.

Online declarations in the import system ITU

  • There will be no changes in the import system ITU.

Online declarations in the EMCS system

  • There will be no changes in the EMCS online service.

Online declarations in the summary declaration system AREX

New functions:

Expired declarations will be automatically cancelled.

  • Entry summary declarations (IE315) and summary declarations (IE344) are automatically cancelled when 200 days have passed from the acceptance date and no arrival notification (IE3470) or arrival notification and presentation (IE347) have been submitted for the goods items in the declaration.

  • Exit summary declarations (IE615) are automatically cancelled when 150 days have passed from the acceptance date and no exit manifest presentation (IE547) has been submitted for the goods items in the declaration.

  • If the company has sent declaration amendments (IE313/613/344) concerning the above-mentioned declarations, the time limit of 200 or 150 days are calculated from the acceptance date of the original declaration.

  • Declarants logged in with a Katso ID:
    • Before cancellation, a request for additional information is sent to the customer. In cases of entry summary declarations (IE315) or summary declarations (IE344), the request for additional information (IE100) contains the following text:
        • “The declaration has been submitted for more than 200 days ago, but the goods have not been declared as arrived or been presented to Customs. The declaration will be cancelled ten days from now. However, if the goods have arrived, please contact Custom sspake.arex(at)tulli.fi.”
        • The time limit for reply is also given in the request for additional information. If the goods have not arrived, the customer does not need to reply to the request for additional information.
    • In cases of exit summary declarations (IE615), the request for additional information contains the following text:
        •  “The declaration has been submitted for more than 150 days ago, but the goods have not been declared as exited. The declaration will be cancelled ten days from now. However, if the goods have exited, please contact Customs spake.arex(at)tulli.fi.”
        • The time limit for reply is also given in the request for additional information. If the goods have not exited, the customer does not need to reply to the request for additional information.
    • Declarations for which a request for additional information has been sent are cancelled ten days from the sending of the request, if the goods items have not been declared as arrived or presented to Customs after the request was sent. A cancellation notification is sent of the cancellation.
    • In connection with the Q4/2013 introduction, these requests for additional information and cancellation notifications will also be sent for all declarations that are older than 200 days (IE315/IE344) or 150 days (IE615), if no arrival notification or presentation has been submitted for any of the goods items.

  • In road traffic, entry summary declarations (IE315) and exit summary declarations (IE615) submitted by unidentified declarants are automatically cancelled within the given time limits; no separate requests for additional information or cancellation notifications will be sent for them.

Online declarations in the export system ELEX

New functions:

  • Changes have been made in the form of the field for produced documents at declaration level and the fields for produced document and previous documents at goods item level. The present drop-down list has been replaced with a text field opening as a menu. The field functions as follows:  
      • When you move to the field the menu opens automatically, unless the field already has a value
      • When the value in the selection list is selected by mouse or enter key, the selected code and the beginning of the explanation text are shown in the field.
      • When you move by a mouse click to a field with a selected value, the value in the field will be automatically selected completely, and it can be deleted by Del key, if desired.
      • If the field is cleared the menu reopens automatically.
  • The data in an Arrival at exit notification that has already been sent or saved as draft can be copied as a base for a new notification.

  • Identified declarants can select or change the Business ID used for Katso identification without having to log in again. The Business ID is changed via the link “Select Business ID”. If the declarant only has one Business ID, the link is not shown.

 

Improved features:

  • Time of presentation can be entered only for advance declarations (D). When an identified declarant selects code D, declaration in advance, in the field Declaration data on the page The item to be cleared, the field Time of presentation is shown in Location data. Otherwise the field is not shown.
  • The field Time of presentation is protected (grey) for D declarations after acceptance. When the declaration has been accepted, the time of presentation can no longer be changed.
  • For D declarations that are being corrected, the field Time of presentation is protected, i.e. it cannot be changed.
  • An export declaration for a customs procedure with economic impact can no longer be submitted by selecting New export declaration on the declaration cover page. These declarations are submitted by selecting New declaration with economic impact.
  • Representative’s details can be corrected only by entering the details to be corrected in the field for additional information on request for correction on the page Data on the item to be cleared. The details cannot be changed on the page Trader’s details.

Online declarations in the transit system NCTS

  • There will be no changes in the NCTS online service.
