Information for Message Declarants on Changes in the Customs Systems

Customer Notice 15 November 2013

Customs message declarants, please note the following changes caused by a version change of the Customs systems on 30 November 2013.

Customers using direct message exchange:

Customs’ production interface for direct message exchange to be updated on 30 November 2013.

After this, Customs will no longer use standardised abbreviations as namespace prefixes in XML messages. This is why customers should particularly make sure that their integration solutions are not based on standardised abbreviations, so that message exchange will not come to a halt after the update.

The customers should test their applications in this respect with one test case in the customer testing environment and make sure that there are no problems with the reply messages. The customers should carry out the testing as soon as possible and independently without Customs’ participation.

Message declaration in the EMCS system

  • There will be no changes in the EMCS system.

Message declaration in the summary declaration system AREX 

The new features are: Expired declarations are automatically cancelled.

  • Entry summary declarations (IE315) and summary declarations (IE344) are automatically cancelled when 200 days have passed from the acceptance date and no arrival notification (IE3470) or arrival notification and presentation (IE347) have been submitted for the goods items in the declaration.

  • Exit summary declarations (IE615) are automatically cancelled when 150 days have passed from the acceptance date and no exit manifest presentation (IE547) has been submitted for the goods items in the declaration.

  • If the company has sent declaration amendments (IE313/613/344) concerning the above-mentioned declarations, the time limit of 200 or 150 days are calculated from the acceptance date of the original declaration.

  • Before cancellation, a request for additional information (IE100) is sent to the customer.In cases of entry summary declarations (IE315) or summary declarations (IE344), the request for additional information contains the following text:

The declaration has been submitted for more than 200 days ago, but the goods have not been declared as arrived or been presented to Customs. The declaration will be cancelled ten days from now. However, if the goods have arrived, please contact Customs spake.arex(at)tulli.fi.

  • The time limit for reply is also given in the request for additional information. If the goods have not arrived, the customer does not need to reply to the request for additional information.

  • In cases of exit summary declarations (IE615), the request for additional information contains the following text:

The declaration has been submitted for more than 150 days ago, but the goods have not been declared as exited. The declaration will be cancelled ten days from now. However, if the goods have exited, please contact Customs  spake.arex(at)tulli.fi. The time limit for reply is also given in the request for additional information. If the goods have not exited, the customer does not need to reply to the request for additional information.

  • Declarations for which a request for additional information (IE100) has been sent are cancelled ten days from the sending of the request, if the goods items have not been declared as arrived or presented to Customs after the request was sent. A cancellation message (IE398) is sent of the cancellation.

  • In connection with the Q4/2013 introduction, these requests for additional information and cancellation messages will also be sent for all declarations that are older than 200 days (IE315/IE344) or 150 days (IE615), if no arrival notification or presentation has been submitted for any of the goods items.

Message declaration in the ELEX export system

The improved features:

  • In the ELEX system, normal export can no longer be changed into a fallback procedure with an electronic declaration amendment message.
  • Adding a representative with an electronic correction message has been prevented.

Message declaration in the transit system

  • There will be no changes in the NCTS system.

Message declaration in the ITU import system

  • There will be no changes in the ITU system.

The version change may cause delays in the message exchange

The introduction of the new version may cause an increase in the number of incorrect messages, which increases the number of declarations Customs has to process and may thus temporarily result in longer response times.
