Changes in the car taxation services in Helsinki from 1 September 2010

From 1 September 2010, the car taxation customer service is open Mon–Fri 10.00 am–2.00 pm.
From the beginning of September, the car taxation customer service hours in Helsinki will be reduced and individual customer service will be limited to special cases. Tax declarations for vehicles and copies of the documents listed below enclosed to the declarations are to be sent to Customs by post.
Sending car tax declarations by post
Tax declarations for imported vehicles and for vehicles imported as removal goods, applications for removing the release ban on vehicles imported as removal goods as well as tax declarations for zero rated vehicles (diplomatic and ECHA vehicles, mobile homes) are to be sent to Customs by post, to the address: Southern Customs District, Car Taxation, PO Box 62, 00501 Helsinki.
For the taxation of a vehicle, the following documents are to be sent to Customs:
- a completed car tax declaration (Customs form No. 72e)
- a specification form (Customs form No. 27, available in Finnish and Swedish)
- a copy of the foreign sales contract (the ownership chain up to the person liable to pay tax)
- a copy of all the pages in the certificate of the foreign registration (parts 1 and 2)
- a document showing the CO2 emissions (certificate of conformity or other similar document)
For the taxation of vehicles imported as removal goods, the following documents are to be enclosed, in addition to the documents listed above:
- an account of the stay abroad (at least one year) (Customs form No. 53, available in Finnish and Swedish) as well as of the use/ownership of the vehicle abroad (at least six months) and of the arrival in Finland (ticket) and the driver’s licence
- from outside the EU, also the shipping documents, the customs clearance decision and the passport
Forms can be printed out from the Finnish Customs website, www.tulli.fi.
Customs will send the confirmed tax decision to the customer by post.
When necessary, Customs can request that the vehicle is brought for inspection. An inspection request or a request for supplementing the tax declaration will be sent to the customer in writing.
